If you are among those that believe Anakin helped him by chopping off Windu's hand, this is the correct answer because Sidious ultimately performs the act. Mace and three other members of the Jedi Council have tried to arrest Palpatine, now exposed as Darth Sidious, for masterminding the Clone Wars.
